Spec me a build for friend. (£450)

I need to put a build spec together for a friend of mine. He is on a budget of £450 so is pretty limited in terms of options (especially since he needs an OS).

I have a second hand 1055t and Crosshair IV I could sell him for £100. Would that be a better starting point than an I3 or AMD APU in terms of pound/performance?

He could use Win8 preview until the end of the year, then buy an OS when he has more funds. This would then free up money for a better system.
What exactly does he need, everything or has he some components he can reuse.
