Unfortunately Cities XL really doesn't do it for me. I think I preferred SimCity 4. :/

I really enjoyed games like Caesar 3 in the past so is there anything comparable around today that I'd enjoy?

Anno. But be warned. At first you will struggle. Play a few games. Once you get the hang of it. You will slowly become nocturnal. Loose your job. Loose all your friends. Gain weight. The desk around you will turn into a festering hellhole. Food will be scarce. Shops runs will only happen in dire situations. Just saying... Be warned.
 
Age of empires 3 is a laugh, should be able to pick up the "complete" edition off fleabay for £5 sealed (as opposed to steams £15 price tag for a several yr old game)

have a glance through GOG (goodoldgames) too they have some nice golden oldies like settlers 2 gold etc
