can't say I have any serious concerns with the spec up there, might have looked at a i7 920 but could be an issue with budget but it does allow more ram if needed - realistically unless you go really hardcore on the models then 4-8GB should be plenty for the foreseeable future. Could maybe consider an aftermarket cpu cooler for a bit of overclocking if the psu has the headroom to allow it.
The Quadro fx580 would be much much better gpu to have if you can stretch to it, it should give a good 10-20x performance improvement over the ati. Not sure on maxwell but I do know that the next (or just released) standalone (and in the next 3ds max) should support gpu acceleration. I'd put money on this being a quadro only feature though as mental ray is owned by nvidia and they'll want to keep their quadro prices higher.
