It must be cheap and cheap to run ie electricity costs and as quiet as possible.

I can add disc space in future and I will using as a web/file server.

sorry no OS required or opitcal drives.

what more was needed to know, I would have stated if I already had a case/psu or what not.

No OS, cheap,quiet and cheap to run are the only per-requisites.
