spec me a cheap PDA

Hi, folks.

I need to buy a PDA for a client at work. It's job will be to run a small application for structured incident reporting (90% = drop-down menus, tickboxes...). At the end of a 12 hour shift everything is uploaded to a database. Everything includes pictures taken with an expansion slot camera (not necessarily very high quality, but up to 150 of them).

Is there anybody out there who knows anything much about PDAs? (I don't.) Is there anything you would recommend. I need something basic but reliable.

The most important things are:
1. Windows Mobile
2. .NET
3. Framework 1.1
4. Internet Access
5. If they need to store a lot of pictures, and if the camera is with a lot pixels, that enlarges the size of the file, it will be good if the PDA has a port for extra memory card {i.e. a second port, apart from the one which will be used for the camera}.
