Ok, I'll make the obvious reply, if the source is the Inquirer then I'd take it with a pinch of salt as they do have a habit of exaggerating, they might have the right basic idea but they tend to go a bit overboard.
I haven't looked into Vista greatly yet but I'm guessing that you won't need 2gb to run it in a reasonably configured form e.g. if you have every possible shiny option and all background services turned on then you might use 2gb as a starting point but for most people 2gb will still be fine for all uses including gaming.
