Spec me a CPU cooler please

I need a cooler for a Skylake system that I'd like to achieve a decent overclock with, but not needing to push it too hard. I'm looking for something that will be compatible with the RAM as it sits a bit high.

Spec is:

6600k
Asus Z170 Gene VIII
Corsair Dominator Platinum 16GB
Enthoo Evolv mATX

Anything £60 and under, although the cheaper the better.

Freezer would be fine for 4c/4t CPU, or for normal Ryzen like only 8 core.
Though actual memory clearance isn't any better, because of Scythe doing their design job properly.

Scythe Mugen 5 is better cooler, but how well CPU cools is not just about the cooler. To have good cooling requires good case airflow which means having good case fans and a case with good venting. End result is good case flow supplies cooler with air near room temp so it can do it's job.

While Evolv mATX isn't great airflow case, with a couple of good front intake fans it does a good job. The fans that come with case both in front with all openings in fan mounting panel blocked so air has to flow on through case and not leak back in front of fans and all PCIe back slot covers remove to increase rear vent area and thus better front to back airflow and it works quite well.
