Spec me a CPU etc for 4K video editing

It's been a while since I've posted in hardware but I'm a bit out of touch with current gens!

Need an upgrade few one or two work machines so they can handle 4K editing and rendering better/faster.

What CPU, mobo and graphics card would people recommend for this? Max budget of £1,000 for a full system (case, PCU etc) so about £600/700 as an upgrade. Thanks in advance!
 
If You want smooth 4k this is about as cheap as i can make a build for if dont need the drives then you can get rid of them and save money. The cpu is an 8 core and the gpu is capable of running the displays properly and should have some cuda acceleration.

Or the same build with a 5820k which can be overclocked but has 2 less cores and less cpu lanes it would be 4k capable just not as smooth.

Thanks. An upgrade will be fine as we have drives etc already in existing systems (mine's currently an i5) so it'll just be CPU, GPU, motherboard and cooler.

How much effect do graphics cards have on rendering? Specifically in Adobe Premiere.
