dd + hexdump + more is available, but that combination is a little bit too basic.

Desired features :

1. Random access ( ability to jump straight to any offset )

2. Scrollability ( ncurses or gui )

3. Filesystem agnostic

4. Displays Offset, Hex, ASCII ---> e.g. 0000: 4A 46 49 46 00 16 01 48 JFIF...H

5. Displays partitions and their offsets.
