I have an old Asus M4A89GTD pro motherboard and am thinking of changing my graphics card (currently have the Radeon 6850) to one which is 4k (or at least with 2 DP ports) compatible. I only do very light gaming but watch videos and do photo editing.
I am after one which would be good to use when I upgrade my motherboard and CPU which I am planning in the next 6 months anyway.
budget wise something under £250.

Yes. Because what you asked is kind impossible (4K gaming) especially with the archaic 10y old AMD CPU/mobo you have having pcie 2.0
Let alone you haven't said what PSU and OS you have. Personally hold the money and wait in 6 months to buy the whole system together based on your budget then.
Also have you considered a console for 4K gaming at that budget?

sorry I meant capable of 4k video (more for future proof). My gaming is minimal. I am looking for something future proof for the next few years at least and at least one which will be ok with a cpu and mb upgrade.
I was looking currently at the Powercooler RX 580 or RX 590.
I need to check which PSU I have - I think it's at least 550W but maybe 750W.
I still run windows 7
