Spec me a mobo please

Hi guys,
Could someone spec me a decent ATX mobo for max £140, suitable for x-fire and overclocking. Would I be right in thinking that PCI slots need only be 8x? I'd like the install the GPU in the lower slot until I x-fire so I would like the bottom slot to perform as well as the top.
