Spec me a monitor

Ok so basically i have my desk like this

the thing on an angle is my laptop cooler/stand..... and i want to have my netbook like were it is and then have a monitor on the top part of the stand (see pic) but i will need it to tilt so i can move it up so i can see the monitor...now have all monitors got tilt? or do specific brands etc do them?
(I have it in the monitor thread but that seems dead)

If budget is not a problem than a Dell U2410.

Very expensive but a smashing monitor.

ermm kinda looking around £200 tbh or even the model names of monitors which have the features i need will be great because then i can search around second hand etc
