I would go for titan-adsl.co.uk
BE there have started to block piratebay.

Was just about to jump ship from titan adsl to adsl24 and titan told me my download had been raise from 100gb per month to 200gb per month at no extra cost...

Think I might stay put now, that's plenty for me :)

Titan's a good company been with them for 3 years.

Yes i can see they have raised their Surf 24 limit from 100GB to 200GB that's not bad at all :D
I'm on their Fibre optic service at work so fingers crossed they reduce our cost or increase our allowence.
 
I was with ADSL24 for a while and they are good.

I did however get my account suspended for torrenting copyrighted material.

So while they dont block sites like TPB but they are beholder to their wholesale suppliers Entanet and C&W who may monitor and issue case orders to customers.

The email detailed the times and dates and the file names I was torrenting and would not unlock my account until I rang them and confirmed I had removed the files, I believe they run a 3 strikes policy, basically 3 incidents of copyright infringement and they will terminate your account.

I only really moved as I could move to LLU.
 
The OP is talking about using TBP its about as public as you can get.

I myself moved to SSL Usenet much better.
 
I think his main concern is censorship.

TBH if that's the concern, get the cheapest reliable service you can find and add a subscription to a VPN service (usually about £8/month), connect to VPN on startup. It's then irrelevant what your ISP is censoring as you're using an encrypted tunnel they can't read.
