Spec me a PC £300

Hi all I was wondering if you guys could spec me a upgrade for £300 this is for a friend and this is what he needs.

PC used for
1) DVD, Video Encoding
2) DVD, CD Burning
3) Surfing Web
4) Downloading

I dont want to overclock the PC

Dont need: monitor, HDD's, DVD's, CD Rom Drives.

Need: Motherboard, CPU, Memory, Case (may stick with his current case but its not the best), Cooling, Video Card (I dont think he as a PCI-E card).

Replace processor with a Q6600 quad if he does a lot of encoding, standard cooler is fine if your not overclocking.
 
Cheers lads is the AMD Athlon 64 X2 Dual Core 6000+ 3.00GHz (Socket AM2), Gigabyte GA-MA78G-DS3H comination better than the Abit IP43 Intel P43, Dual-Core E5200 or Q6600 combination ?
 
Dual-Core E5200 >AMD 6000+ > Q6600

The gigbyte is higher quilty board & comes with the best onboard grapics which will do fine it even plays new games such as cod4 WarO etc

If you do a lot of Video Encoding the Q6600 would be best, if not save the cash & get a 6000+
