I need to spec up a PC for a friend who will primary use it for high intensive graphics and video editing (Photoshop, Premier etc)

Something along the lines of a Core i7, 8-16GB RAM, plenty of disk space.

Any recommendations?

Since we don't know how much leverage he can get out of a GPU, dacads Z97 build is the way to go. The 960 could be useful for filters.

I would get a less "gaming" motherboard and a locked CPU though if he's using it for work and not overclocking.

The ASUS strix runs silent as the fans turn off at low loads.

The Antec case+PSU are superior and as X99 uses lots of power I think 620W is a better choice.
