spec me a PC please !!!!!

hi all after some spec ideas for a PC will be used for every day use but would like it to be fast doing normal jobs burning moving files things like that and some gaming black ops and games like that the only thing is it must have the following

1)budget 1200 max
2 use the 800d case
3 will putting in a cpu and vga water cool loop in at some point so psu will need to be up to the job
4)22 to 24 inch monitor to connect to VGA card via hdmi (optional if budget will allow would prefer speed and performance over monitor first)

already have dvd drive/keyboard/mouse/os
