Spec me a Plex HTC *-*Challenge*-*

Hey guys, i am currently using my gaming PC for my Plex Server, runs it perfectly fine, but have got a few people connecting to my server now, so need a separate PC.

I am really looking to build this thing as cheap as possible. Things i don't need are, Case, PSU, Keyboard + Mouse, Windows, DVD-ROM, HDD so it's just a motherboard, CPU, and memory. I would like this thing to be as quiet as possible, since it will run in the living room 24/7 so if you need to throw in a CPU cooler go ahead, but remember i need this to be as cheap as you can get it, but still be able to handle minimum 3 people transcoding through Plex.

Would this do the job? I dont really know much about plex but some googling I did seemed to suggest that an i5 would handle 3 1080p streams. I picked the lower power version of the i5 and coupled it with a passive heat sink so in theory this shoudl be completley silent.
