Could you not invest in some watercooling for your PC, if the only reason your upgrading is the noise factor?

No need for a new pc, or watercooling, just make the current one quiet. Silent or quiet air cooling is easy and cheap.

The 1800xt will be the worst noise maker, you need to get an after market cooler for it. This will do the job.

What have you got in terms of fans? I need a complete list.
Have you tried undervolting any fans? Have you got any fan control options in the bios?
 
What case have you got? You'd be wise to invest in a decent case with 120mm fans front and back.

Stick a Zalman VF900 on the graphics card and 5V the fan.

Put a decent cooler like a Thermalright Ultra 120 on the CPU, and attach a low speed 120mm fan to it like a Scythe S-Flex or Noctua.

Use low speed 120mm case fans for the intake and exhaust on the case - you can probably get away with only an exhaust, unless you have loads of hard drives.

If you have an active chipset cooler, replace it with a Thermalright HR-05 or a Zalman ZM-NB47J.

If your hard drives are bothering you, then suspend them in 5.25" drive bays with elastic, or invest in a silent hard drive mount like the OcUK Silentmaxx enclosure. :)
 
replace your 120mm fans with sub-25dcb ones. Run all the fans smaller than this at half speed or lower (33% for 60/40mm). Keep an eye on temps, and replace that x1800xt cooler vf-900 should do the trick, or an accelero
