Spec me a rig please

Hey guys, im currently helping out a friend, tryin to advise him as much as i can, i thought id come on here, and ask you chaps what ud recommend, within a certain budget..

He currently has a 8800 GT which he wants to carry over to the new rig..
i think its gonna be used for general stuff, web,msn.. just the general thing. but also games.. so was wondering for about 250-350 pounds, could you spec me a

CPU
Motherboard
Ram
Case

(He has a 400w PSU.. would atleast a 500w PSU be needed for a modern gameing rig now a days)

He has a 400w Mercury Power Suply
1.8Ghz AMD (Single Core)
ASRock PCI-Express Mobo Thing.. Not sure the model etc
Cheap Branded Ram.. 2GB of it..
