I would reccomend Hellanzb- http://www.hellanzb.com/trac/
Not one for finding things- You need to do that yourself with the usual search sites, but after that simply place the NZB in its working directory & leave for a while.
I normally have the script running as a service & just feed it the NZB files every so often.

May not be exactly what your after (being completely server side) but http://www.ninan.org is a cracking bit of software.
