spec me a video card

Ok i need a video card for a pc i am making for a friend dont wont to spend over £70 .He dont game much but he wants to hook it up to his tv (lcd 26" i think).The case i might be getting has not got the best psu in the world so dont want something thats power mad.I know which cards are the best (GTX X2) but as for mid range to low cards there are so many.Plus its a media/desktop small case so no over sized cards.Tanks
 
I have thought about x1950 but its kinda old now and forgot to add want something thats not on the loud side and is not real hot its going in a small case with few fans.But its worth a thought i guess thanks for you input.
 
Tell him to spend a bit more and get a x3870 or 9600GT, there are no good new cards now for £70 unless you dont mind 2nd hand.
 
Ye thinking of going for a Radeon HD 3850 Pro but if i go that way might as well sell him my old 2900 XT for £90 what the pro cost and get my son's ( well me backup pc) pc a new card maybe the 3870 xt i got a GTS in my gaming rig now.
Just the heat and noise and the psu needed.

O what to do rubs hands.
 
Well i have not got the case yet was going to get a cheap thing.But the more i think about it the more it makes sense.Get a cheap Mini ATX case ok psu after all hes only going to be running a amd x2 3600+ 2 gig of ram one HD and a cdrom.Cant see a good 450 watt psu not running all that fine with a 2900 xt added.
