My father in law mainly uses his PC for video encoding. His system is 4 years old and he'd like something more modern without breaking the bank. What would you recommend in terms of CPU, MoBo and memory?

I'd wait for Bulldozer - video encoding is pretty much the best use of multiple cores and an 8-core Bulldozer could be perfect.

I agree with this.

Also though, what is breaking the bank, such a term varies hugely from person to person. What are we talking, £300, £500, £800?

An overclocked 2600k bundle will chew through whatever you throw at it and ask for seconds, thirds and desert. Even at stock the 2600k trounces the 1090T. So with a much larger clock expect even better performance.

That is if you're buying now. If he doesn't need it immediately, as others have said, it would probably be best to wait and see what kind of price/performance the new Bulldozer chips offer.
