spec me dual screen budget machine

Ideally new parts (although B-grade considered)

Requirements - friend looking to buy a machine (that OCUK build so factor in cost of that)
- capable of running dual screens (1080p) - mainly for web browsing will be using exchanges a lot - betfair and such so needs to be able to refresh fast enough - no gaming requirement. except maybe flash animations on websites. - media would be consumed though BT sports and that
-screens not required
-OS required
-mouse/KB not required
-build cost to be factored in

Budget: £500 in or about but stretch £600

about the Os you can get a really cheap windows 7 key and upgrade free to 10..
thier is space for upgrading anything... it wont go 4k btw on 1080 p it should be fine

Thanks for the reply. Prob want to go Intel route rather than amd. But good starting point there
