Spec me for my friend

A friend asked me to gather some parts for his upgrade and he has a tight budget of £300.

All he needs are the following (CPU, RAM & Mobo).

I found this MSI board but not quite sure how good it is in terms of OCing as he plan to OC his rig in the future if its needed.

So how is this board in terms of Ocing? is it capable to be oced safely?

He has Corsair H50 cooler though I know that will fit, correct me if im wrong though.
 
I managed 4.4Ghz on a HD3 before, the same chip did 4.6Ghz on a D3HP, 4.9-5Ghz on a Z87X-OC.

But I have a good CPU, many people struggle to do 4.4Ghz on expensive boards as their CPU is not so great.

So up to how much do you recommend OCing these components I have chosen? is it better to buy pre-oced bundle instead of letting my friend do it in case he do something stupid :/.
 
Comes down to the CPU really as the average Haswell overclock is closer to 4.2-4.4 rather than 4.8-5.0
