Spec me: Low power setup with PCIe x4 *2 at least

Looking for the lowest power setup I can get with 2 4 lane PCIe slots. Requirements other than this are pretty minimal, I think the PCIe requirement will bring it up to something fairly suitable in most cases but lets say equivalent of G3258 pentium for processing power.
 
Is it as simple as "whatever Z97 board + that chip" for 10-15w idle? Figured there would be a bit more to it. Also is there a reason to go Z97 if we're purely after low power? Are they specifically better on the power front (as I'd obviously prefer to save whatever I can on the wallet side of things too).

Rest of the kit I have, it's going to have a few bits of hardware that will no doubt bring it back over 20w idle (2 port server network card being one, a perc 5i being a possible second, hence the need for 2 PCIe) so trying to get this as low as possible for the base components.

Anyone have setup tips? I read a few bits about disabling turbo and turning on all the low power states but I might be a bit lost for specifics.
 
There is no turbo on the Pentium K, it runs at its top speed on both cores and thats it.

It has Speedstep so throttles back.
 
Ahhh, okies :)

On the Z97 question? Apart from having the extra lanes so more likely to see a 4x PCIe slot as well there any particular need for Z97?
