Spec me please

Morning guys

I've got a friend looking to get into some low level gaming, CS:GO etc and needs some components. As always I turn to you guys to spec me

He doesn't need the following:

Monitor
Keyboard
Mouse
SSD
Case

Everything else he requires. He is looking to spend around the £400 mark.

Need to know which case so we can spec the right parts for it.

The case is a Zalman Z9, copy of windows not needed.
