Probably going to go for a 3570k and a Noctua cooler.

Whats a good, but not too expensive thermal paste to use?

*Edit - I have just noted the cooler comes with thermal paste.

Are there any other coolers in the same performance bracket as the Noctua?

The stuff you get with the cooler will be more than adequate.

This, most coolers seem to come with decent enough stuff, I replaced the Corsair H70's default stuff with MX4 recently and although it seemed to be crusty and dry, i haven't seen any real drop in temperatures since i changed it so obviously it couldn't have been that bad. Unless I did a really bad job with the MX4... :cool:
 
Thermalright Chill Factor 3 is amazing paste imo, been using it since early last year.

and save a few quid, oh and it beats the Noctua too :p
I wouldn't say it beats the Noctua as the Noctua outperforms it at all the temps that you'd have, only at around 90c does the phanteks just creep ahead and no one will be using it at those temps unless they want to kill their cpu.
