Budget is unlimited.

All uses....so gaming/editing to watching funny cat clips on youtube.

There maybe a crap (really crap) prize for the most extreme/interesting spec.

I am personally of the opinion that throwing loads of money at something doesn't necessarily make it better. xeon cpus for single threaded work for example, or people that watercool and make a mess of it.

Will make a build later that i think would be nice though.

Youve an unlimited budget.. Why restrict yourself to 16gb ram when the board supports up to 64. And why bother with a HDD, why not pile up with max SSD's on a PCIE card.

Can you have 4 x 7990's, they're dual core GPU's so thought you could only have 2 x 7990's.

Not really looked into it, there are new drivers for Crossfire setups due on July 31st, but these are meant to help any Micro-stuttering people may have noticed I thought.
