Spec me the cheapest possible steam in home streaming client

Hi,

I already have a Gaming PC which is capable of running most games on ultra settings, I now would like a small PC for under my TV to serve as a client "HTPC" for receiving Steam in-home Streaming.

The system has to be able to handle h264 video encoding as this is stated by Valve themselves for in-home streaming to work.

I am on quite a tight budget so as cheap as possible would be a great help.

It's difficult to say because none of this is released officially yet.

Basically any modern system can handle hardware h264 decoding. An AMD APU system could be good as well as cheap, as it would let you play some games natively too (even some at max settings).
 
If this is simply for in home streaming, it does not need to be powerful of fancy.
