Spec me Yorkshire Dad up please

Yes, he's yorkshire - not to clever with these new fangled things.

Currently has Win98 running on a P*ss poor computer. Can anyone spec me up a system for internet & word processing for under £200 notes. He has a digital camera, but won't be looking for great times for download.
