Well, not me but a friend.

He does a lot of photoshop and other arty stuff so I'm out of my depth in that area. It's used for work constantly so no gaming.
He's not particularly tech savvy and I'm currently 600 miles away so I can't find out his current spec past this
I5 2500 @ stock
16gb RAM
He's essentially having constant glitches so I suspect it's the aging gpu (no idea what it is).

He wants it to keep up with him so I think a new build is best.
X99 or Skylake?
What about GPU? Are the specialist cards worth considering or just stick a 1070 in?
Let's say the budget is £1500 and go from there (no OS or peripherals)
 
As above is a good shout, maybe improve it by getting with the rest of the budget a 500-1tb SSD and/or getting 32gb of ram especially for graphic design ram and SSD are big factors.
 
Thanks, That's what I figured. X99 the preferred platform for what he does and a current gen card over something like a quadro then?
He uses Photoshop CC and Illustrator CC.

Not sure the overclocking option is needed as he doesn't know how. I've only oc'ed Haswell but if it works the same way I can give him a boost.
