Spec my brother a system for WHS2011

My brother dropped me an email asking for some advice on building a PC.

I've not done this for about five years so I have absolutely zero ideas on what to suggest so I'd really appreciate some advice.

His requirements:

Spec: min to run WHS2011 so must be 64-bit.
  • 2 x 2TB HDD
  • 4GB RAM
  • 2 x USB3
  • 2 x Gb LAN
  • DVD
  • Card reader - SD and CF
  • Won't require expanding so as small case as possible would be great
  • No requirement for fast graphics. Will be a file server and backup, plus iTunes and SqueezeServer.

Is 4Gb enough? Is it worth him schlepping 8Gb in?

Suggestions please.

Just build something around a mini ITX Intel board and any cube cases, personally prefer lian li. Also ddr3 is so cheap so going 8gig first time round isn't a bad idea although overkill for intended purpose he might make use of it in the future.
 
Unfortunately, that's helpful but not helpful. I've not even looked at PC hardware for about five years, the fastest chips available then were core2duos and the quad cores were just about coming out.

I need to be treated like a total beginner here and given a complete component list because I simply don't know what will work with what and where to start looking.
