Changes:

Graphics Card :At that resolution he can easily get a 8800GT, hell im using 2 X 1920*1200 monitors and my GT plays everything fine.
CPU: If he doesnt need a quad for video/mad photo editing, he can get a http://www.overclockers.co.uk/showp...LGA775 'Wolfdale' 3.00GHz (1333FSB) - Retail 8400, which can be overclocked to 4.0Ghz and beyond However to last a while i dont know about that, for games it will, but for CPU demanding tasks im not so sure.
Cooler: For overclocking he will need a good cooler but i dont think cutting down the budget to fit that in will be worthwhile

doubt it, he is very clever with Computers but, doubt it maybe if its on its last legs.

he may play some new games if the graphics card allows him to play it near max,

his watching the thread :)

the 4850 will max out every game at that resolution, even a 8800GT but the 8400GS is a bad card!

samsung f1 drives are better than WD (go for either the 640gb or the 320gb, they're faster due to platter density, or something)

agreed, plus maybe go for some cas4 geil instead of the g.skill if he was goin to overclock i would recommend maybe some 8500 ram as these chips will reach over 4ghz
