Spec new upgrade please

I've been out of the loop but have done some research and have my eyes on a i 3570k. Is this the best bang for buck cpu and the one to go for?

Please spec me:
CPU
RAM (16GB)
Motherboard

I have a £300-400 budget in mind but don't mind upping it a bit if the recommendations are worthwhile.

The stock fan does its job, you may even get around 4Ghz from the chip before the noise gets too much.

I can't decide which RAM to buy . Corsair, Gskill or Patriot one as above? Reliability is the most important for me. I want some recommendations for a cpu fan too. Thanks.

The Patriot isn't really tall, the Alpenfohn cooler for example will clear it.

The Thermalright True Spirit 120 is a thin cooler, the fan will clear the first dimm slot.
