Spec PC for general use

Going to upgrade dads pc from his current 10 year old dell with a Pentium 4 in it lol. Can somone spec me please

Uses:

Internet browsing
Emailing
Iphone management (Cd ripping and DVD encoding e.t.c)
Office applications
Photo storage

Needs a big harddrive for storage of music/dvds/photos, and he's very impatient so rather than budgeting too harshly it would be better to spec overkill.

Got a monitor/mouse/keyboard e.t.c

Is a operating system needed? there must be a budget?

No OS required. Have windows 7 already. Okay so shall we say ruff ball park
Max budget £800. Dosent mean need to spend it though, money isn't an issue really, just need a spec to meet the needs
