Spec please - mATX or Mini ITX for game and file server

I need a secondary box to act as a game server and file server. Needs to be smallish and quiet with adequate cooling. Air cooling would be OK.

Server usage:
Killing Floor 2
Teamspeak 3
CS:GO
Arma 3 (only a very small PVE coop server)

Unlikely all of the above will be in use at the same time.

512MB SSD minimum for hosting.

2TB mechanical drive for file storage for content shared across wired network.

Need room for maybe 2 mech drives and 2 SSD's in total. I appreciate though this may go against the form factor. Size is important so less drive space is OK if that is the only way when accommodating the smaller form factor. I can look at NAS boxes in the future but they always look over priced to me.

Will be using free Windows 10 as the O.S (I have a qualifying Windows 7 licence)

No dedicated GPU needed.
No Keyboard, mouse or monitor needed, will be accessed by remote desktop.

Power consumption is a consideration.

Would an AMD rig be any good for CPU grunt in this instance? My only concern would be the power used by say an AMD 8350.

I would look at the Xeons but they are out of my price range.

Budget is about £350.
