My friend needs a pc for a new cousre he will be doing in web design. using programs like dream weaver. He wont be doing much gaming. Budget between £500-£1000.

A 4850 is overkill for dreamweaver! If he's not gaming much, something like a 4670 would be more than enough (just in case he does get the urge to play the ocassional game).

4850 will keep value for longer. And if he's doing a course that invovlves Adobe products, you may want a nive GPU just in case Adobe start to use very flashy interfaces.

Your preference on the OS really. XP faster, but Adobe will probably phase out XP support one Windows 7 is out? Not sure though. Vista looks nicer as well

Perfectly. But will be old tech very soon. However will work Dreamweaver CS3 / CS4 with ease. Probably CS5 as well.
