Spec to go with 3080

Just picked up a 3080 FE from the MM to use in my eGPU but it's so throttled I've decided to build a desktop and need some guidance. Ideally I want to pick most of it up from the MM.

It will only be used for gaming, of which most will be on Steam and a number of retro titles. I have a 1440p 75hz Acer monitor. I might upgrade in the future to 4k but it's not a priority.
I'd like an AMD chip as the last rig I built was on an Athlon x2 3800 and that was great. Should I be looking at AM4? Would something like a Ryzen 5 be enough? What about RAM? 32gb seems to be the standard now from looking at the forums.
Is 850W enough for the PSU?
I plan to put a 1TB SSD in and a further 1TB HDD for additional storage.
It's highly unlikely I will water cool or OC but I'd like to put some decent cooling in.

Thanks guys, is there any difference between an M2 sized drive and a 2.5" drive? I can't believe how much they have come down in price since I last looked.
 
M2 are a lot faster with read and writes, you would generally only notice this when installing games or transferring files.

The other benefit is you reduce the footprint within your case, as the m2 drive will fit directly to the motherboard, so no trailing cables etc, which may be preferable if you like to keep things tidy.

I think the spec @Tetras has made is spot on. The only component I might change is the case as I'm still unsure. I like the look of this case and it seems like good value:

Case only comes with one rear exhaust fan to ideally want to add another 2 x120mm in the front or get an alternative.

 
Cheers, good to know. Air flow is something I have no idea about so that makes sense. I'll disgard the MSI case idea.
