Speed camera or not?

The other day I passed a yellow police van that was fully parked on the pavement with a spherical camera on the top. It had "Police CCTV - Smile, you're on camera" on it.

It was there when all the kids were walking home from school but it is a fairly nice area so the only thing I could think of it being used for is as a speed trap? Could possibly be ANPR?
 
I doubt it would have been for speeding purposes... Sounds like it is monitoring public behavious in the area in general, rather than targetting motorists?

ANPR is usually either fixed at certain points in cities/towns, or installed in the traffic cars?
 
Funnily enough it's a Police CCTV van. Their purpose is to drive around sticking out like a sore thumb, causing any nearby chavs who don't have hoodies on to stop misbehaving for 5 minutes.
