Speeding on a bicycle

Can you get a fine for speeding on a bicycle at 30mph?

The reason i ask is a guy at work says he did but has no proof and is a serial liar!

He just admitted he was lying after my mass e-mails around the office and us having a joke about helecopters chasing him and police spikes in the road.

Was very funny and he then walked out of the office....LOL

I cycled as a teenager and reaching speeds of 30mph was a hard thing to do never mind with people walking around you!! like this guy said, His argument then turned to "dangerous cycling" after abit of google

But this guy says he did this on a mountain bike on a pavement on a busy high street!
