Speeding ticket a month after the alleged offence?

I've received an NIP for doing 41 in a 30 zone. The date of the offence was 26/02/2014 and the NIP letter is dated 28/03/2014.

On the guidance it says:

In ALL cases a notice of intention to prosecute will have been served on the registered keeper of the vehicle within 14 days of the date of the alleged offence. If you have received a notice outside this period you are a nominated driver and required by law to respond to the s172 request for driver information within the timescales indicated.

The first sentence is simply invalid then? Do I just responed to the s172 declaring I was the driver and see what the response is?

I was the driver and it's my car. The car has been registered at that address for over a year, so I'm not sure why it would take them longer than 14 days to notify me.

I once got a letter for driving without any tax £690!!!
This was the first letter I had from them.

They had been apparantly sending letters to an address I lived at almost 3 years ago, despite having other cars and my driving license at other addresses in that time they decided to use that one :/

Had to goto court for a stat dec, everything reverted to day one and standard fine paid.

I'm pretty sure this was the first time they have issued it because it's only 30 days after the offence that the letter was dated.

My question is if it's over 14 days without any obvious reason for delay then is my speeding offence invalidated?
