Speedstep broken?

It seems to lower the multi on my q6600 but the voltage stays constant, I know it's not the end of the world but it seems to kind of defeat the point of speedstep in the first place,

Whats going on with it?

Voltage isnt on auto - since its OC'd and wouldnt be stable that way.

Never had this issue before though >.o
