Speedstep stopped working

Some days ago I noticed increased temps when idle and I noticed my CPU was not clocking down. I have checked all bios settings, speedstep and C states are enabled processor min state is at %5 in power options. I've changing bios settings, reset power options, theres nothing in processes taking CPU cycles. Does anyone have any ideas what could be causing this? I would rather not resort to formatting.

I had this issue on my laptop in Windows 8.1 (but it works fine in Windows 7), unfortunately re flashing the bios was not an option for me as DELL have not recently released a BIOS for my laptop.

Good you managed to sort it that way though. :)
 
I don't know why a bios flash worked as I used the exact same settings, its weird. :/

Anyway I broke the board now, I was re-applying tim and dropped the CPU on to socket and bent about 8 pins, I managed to straighten them but one came off, it boots up but is unstable and a slight knock on the PC and it crashes.
Oh well time for a new board. :(
