You do however save 2k over your max price, which might well cover your extra fuel costs and leave you with a more awesome car.

I figured that too, but he said he "loathes to pay more than £600" for insurance. But considering his car history if he had that attitude back then, then why can't he insure the scoob for under £600
EDIT: He is at least 36 years old from research. He can surely insure the Scoob

Skoda Octavia VRs 2.0 as you will get a 1-2 year old one with very low miles (sub 10k) in your budget.

The person who posted the ED30 is a good example of what i'd forgotten, i dont really like the normal GTi but the ED30 is a bit different.

Neither is a sub £15k Corsa, the cheapest Nurburgrings are all over your £15k budget. And lets face it tweaks aside it's still fundamentally a Corsa VXR. The overall day to day experience won't be hugely different.
For the cost of a Corsa Nurburgring you could buy a 2008 Corsa VXR and take it to the Nurburgring once a month for several years
It's still a Corsa though, at 6 months old it'll feel like a 10 year old Golf
This is absolutely where I'd be going instead of a nearly new Corsa.
