Split Partitions?

Hi,

Once I had a program which I could use to split partitions without having to reformat or anything, but I've forgotten what it was called, I've had a look but I can't find what I'm after.

Can anyone recommend a good program which can split partitions easily?

If your on w7 and I'm pretty sure about vista aswell couldn't you just use the built in tool to do it?
