Splitting videos easily

I have a fairly long video that I'd like splitting into nice ~10 minute chunks for upload to youtube. Is there a program available where you basically give it an AVI file, then every 9:55 or so it splits the video, in the end giving you several 9:55 min long videos, rather than me doing it all manually? Even better if it has a feature to have a couple of seconds overlap.
