Splitting your connection?

I live in a house with my brother, who is pretty selfish when it comes to the usage of our Internet, we're on 20mb, He downloads/streams pretty much constantly everyday so the Internet is very sluggish on my end, is there any way to split the connection, so that we're only able to use around 10mb each?

Lots of ways most half decent routers will have some kind of bandwidth management. There are also some applications which can be installed to computers to limit bandwidth useage but obvious people can just uninstall that
