If I wish to email someone and have them think the email originates close to them, in this case a country innthe far east, can this be achieved by IP spoofing?
Are there any legalities assocaited with such actions?
Is this easily achieved?

Depends on who you are sending it to and what level of history in the headers is kept.

Some mail servers will deny the email if the originating IP differs from the domain however.

Some PBLs will block it outright if you do not use SMTP auth. At the end of the day you will need to use a mail server that sits in the country you want to appear from as, ultimately, the mail server is the most critical hand-off point.

Not sure about Google and what it reports (their own mail server or actual sender, both etc)

But worst case as long as you proxy/VPN out of Japan that would be your originating IP.
