I've done it quickly (only in row 18), ignoring the initial instruction that if column A says "Enter Postcode" it should leave the cell empty and instead telling it that if the text in column A isn't found in the Edinburgh sheet it must be in the Midlothian sheet. It is possible to leave the instruction about keeping cells blank if "Enter Postcode" is in column A but I've unfortunately run out of time and need to head off to work :>
Generally in my own work, I just put all of the data into one long list and use a VLOOKUP or SUMPRODUCT (for multiple criteria) depending on my requirements.
