When playing splinter cell the frames do not go above 30 fps, my specs are in my sig and use fraps

Is there something i can do to let me play it at 60fps?

its odd, it runs at 30 whether i have aa on or not, so my rig can handle it, tho when i change view to thermal it goes to 60

Iv looked about and cant find anywhere that talks about it on the pc, just all xbox 360

Sounds like you have VSYNC enabled. Disable that :)

i turned it off with little difference, frames went up to about 40, i though my rig would be capable of handling splinter cell a bit better than it can :(

hmmm wont that cause tearing, i never knew vsync could limit your frame rate
VSYNC with a refresh rate of 60 means your pc needs to be able to display the game at 60 FPS for it to work, otherwise it halves itself even if it goes *just* below it.

That is why when you enable heat goggles, it shoots right up, because its not rendering much.

The game is an extremely bad port, and it ran like crap on my rig at any resolution aswell. Its just the way it is Im afraid.

And you wont be able to force SM2, this game is SM3 only.

I don't think your eyes can see over 30fps, I certainly don't notice a difference over 30fps, so I would be fine with it :)
When youre controlling something, you can. Its only when you are watching it and not interacting with it that you cant notice. Thats what I've always experienced any rate.
